It was created to commemorate the site of Radio Free Europe. The University Archives of Ludwig-Maximilian University maintains detailed records of the plaque.
Von diesem Gebaude brachten Radio Free Europe und Radio Liberty die Botschaft der Freiheit zu den Völkern jeneits des Eisernen Vorhangs seit der Verlegung der Sender nach Prag im Jahre 1995 dient es der Forschung und Lehre an der Ludwig-Maximilians Universitat München.
Translation:
From this building, Radio Free Europe and Radio Liberty broadcast their message of freedom to the peoples living on the other side of the Iron Curtain; since 1995, when the stations moved to Prague, the Ludwig-Maximilians University in Munich has been using it for research and educational purposes.
